Randolph/Clayton Merger Study Commission meeting, 2/6/96,

The elected Commission is meeting to study the best way of preserving local control and protecting the future of Randolph Township and the Village of Clayton.

John Beattie and Don Imbus, Merger Study co-chairpersons visited Miami University Center for Public Management and Regional Affairs, The Center will assist the commission on such issues as: annexation patterns and future impact on Randolph. Township in the event a merger is either not proposed or not approved by the voters; developing a streamlined, grassroots municipal structure; charter issues and the laying out of wards,

The Finance committee reported that in the event of a merger additional revenues, simply by virtue of municipal status would result in an additional $163,000 from gas taxes, $68,000 from license taxes and $112,000 from the Montgomery County Local Government Fund, These increases, totaling $343,000 are already being paid by township and village residents, it is simply a matter of a larger share comeing back to the local community by virtue of municipal status, The only revenue loss is $89,000 inside millage received primarily from Englewood and Union,

The next full commission meeting is at 7:30 PM on March 3 at the Village of Clayton government center, Representatives of the Trotwood-Madison Merger Commission will be invited to share their experiences.
