At the June 4, 1996 Merger Study Meeting the consensus of the Commission was that the name of the New City shall be "Clayton", and the effective date shall be January 1, 1998.
The following timeline was agreed upon:
The Commission strongly believes that the New City should have a charter, or Constitution, so that the residents can form the type of city they choose. The Charter Commission would consist of 15 citizens of the new city and would be elected by the public. They would draft a charter and submit it to the voters for approval The charter commission would determine the form of government (i.e., city manager, strong mayor, to have or not to have wards or voting districts, etc.) and select a name (if different from Clayton) for the new city.
According to law, the initial form of government would be that of a `'statutory village" in which 6 council members and a mayor are elected at large.
