ASSUMPTIONS WE MADE

*That we were merged now, at today's dollar value, today's revenues and tax base
*Eliminated all fire and EMS revenues & expenses based on transference to Joint Fire District
*Assumed present Clayton Police levy (about 6/10 of one mill higher than Randolph) would prevail

(both Randolph & Clayton will be replacing or renewing police levies prior to merger)

*Assumed Clayton will enact $5 permissive license tax prior to merger.

CONCLUSIONS

*Tax revenues would increase by $381,000 mostly due to municipal status
*Factoring out lost interest etc. net revenues increase by $323,000
*Increased revenues will cover added road & equipment and other added costs as reported by various committees
*An Income Tax is not required to provide current level of services, hence the finance committee does not recommend an income tax.

(we did determine that approx. 1800 people would be subject to an income
tax and 1% would generate approximately $500,000)

Dear Members:
You have requested the Montgomery County Auditor's Office to provide revenue projections for the Randolph Township/ Clayton Merger Study Commission. For the purpose of making these projections, you have indicated that certain assumptions are to be made. These assumptions are:

* Fire revenues moved to a new fire district
* Clayton adopts permissive license tax prior to merger
* Revaluation of property is not included
* Forecasts for future property development of Randolph Township and Clayton are not
included
* Clayton police levies remain in effect for the new city

The estimated revenue projections for Randolph Township and Village of Clayton are as follows:

l.Local Goverrrnent Fund
The revenues would go from $163,655 to $ 255,773 after merger.
2 Inside Millage
The revenues would go from $362,241 to $283,071 after merger.
3.Police Levies
The revenues would go from $749,734 to $892,098 after
merger.
4.License Tax
The revenues according to the Engineer's office would go from $123,852 to $186,514 after
merger.
5 Gas Tax
The revenues according to the Engineer's office would go from $69,651 to $232,759 after
merger.

The estimated revenue projections for a Randolph Township and Village of Clayton merger would result in combined revenues going from $1,469,133 to $ 1,850,213 or an increase of over $381,000.

These estimates are based upon current information and depending upon the actual date of merger these estimates are subject to change.

Dear Trustees: To determine an approximate expected income should the proposed merger occur, the following is the result of research with Dave Elzmayer (614-466-3960) Ohio Department of Taxation, and Ed Oakley (614-752-7685) Bureau of Motor vehicles, Columbus:

1) GAS TAX RSVENUE

1995 Gas Tax Revenues to Clayton based on 1,263 vehicles = $23,996
1995 Gas Tax Revenues to Randolph Township based on 11,008 vehicles $45,655

Should Randolph and Clayton merge, gas tax revenues for the combined areas would go to $232,759 -----------------------------$232,759.00

2) License Tag Revenue
Income is based on distributions of a $20 base fee and the appropriate $5.00 levies. See attached schedule,

a) $20 Base Fee Distribution
In 1995 Clayton had 1,334 vehicle registrations which generated $10,959.18. A similar amount would continue ----------------------------------$10,960.00

Upon merger, the 10,870 registration in Randolph Township would quality for the 34% municipal disbursement and an approximate estimate would be -----------------------------------------------------$ 77,1122 . 00

b) Permissive Tax Levies, 3 each at $5.00 Clayton had 1,265 registrations in 1995eligible for permissive tax, which generated $2,981.44. A similar amount would continue ------------------------------------------- $ 2,981.00

Randolph had 10,863 vehicle registrations in 1995 eligible for permissive tax, which would generate $35,365.95. A similar amount would continue---------------------------------------------------------------$ 35,366,00

Total of $232,759 + 10,960 + 77,122 + 2,98l~ + 35,366= $359,188.00

These estimates would replace existing income that the township currently receives. Attached is supporting paperwork that may answer some questions. Please feel free to call with any additional questions you may have.
