MERGER COMMISSION MEETING
MINUTES OF THE JULY 23,1996 MEETING
I. Call To Order / Invocation and Pledge of Allegiance
- The meeting was called to order by John Beattie at 7:30 p.m. on July 23, 1996 at
the Clayton Community Building.

III. Minutes of the July 9, 1996 Meeting
Motion to approve by Ms Dietering
Second by Mr. Gorman
Vote: Merger Commission members in favor unanimously.
IV. Resolution Merger Terms and Conditions
- Mr. Imbus explained some changes in the final document that legal council had
suggested.
- Motion to adopt Resolution & Merger Terms and Conditions by Mr. Peters
Second by Mrs. Lieberman

- Village of Clayton - Janice Ward yes, Stephen C. Gross yes, Robert E. Peters
yes, Donald Hutchinson yes and John J. Beattie Jr. yes.
- Randolph Township - Joyce Marie Dietering yes, Debbie A, Lieberman yes,
James T. Gorman yes, James M. Longo yes and Donald E. Imbus yes.
V. Visitor Comments
- Ed Kemper, Mayor of Englewood, stated that the City is concerned about fire and
EMS service if a merger takes place.
- Mr. Gudorf explained that the Township Trustees are willing to discuss the fire
department issue at any time.
Kristy Cox, Clayton resident, had questions about income tax.
- Mr. Beattie explained that an income tax is not proposed as a condition of the
Merger.
- Several citizens expressed their appreciation to the members of the Merger Study
Commission for their many hours of work.
VI. Commission Member Comments
- Several of the Commission members expressed their thoughts that this merger, if
approved, will lead to greater local control by the residents of the new city and
promote more cooperation between governments.
VII. Next Meeting
- Tuesday August 6. 1996 at 7:30 p.m. at the Randolph Township Government
Center at 7:30 p.m.
