MERGER COMMISSION MEETING

MINUTES OF THE FEBRUARY 6,1996 MEETING

I. Call To Order
Don Imbus called the meeting to order at 7:30 p.m. on February 6, 1996 at the Randolph Township Government Center.

III. Minutes of the January 9, 1996 Meeting

Vote:Merger Commission members in favor unanimously

IV. Committees Reports:

Finance Committee
The Finance Committee had a meeting on January 30, 1996. What the new city will gain and loose was discussed by the Committee, such as: inside millage lost from Englewood and Union & Clayton will be approximately $89,000
Local Government Fund - a gain of approximately $112,.000
Gas Tax - gain of approximately $163, 000
License Tax - gain of approximately $68,000

A gain of approximately $254,000 overall.

Police funding was also discussed. Clayton has 4.78 mills and Randolph Twp. has 4.16 mills for Police. If nothing is done with the Police millage the Clayton millage will apply to the new city. The increase for Police would be approximately $150,000 per year.
Options:
1. The Clayton millage is applied.
2.The Clayton millage could be reduced to the current Township level.
3.Trade-off of the extra millage for an income tax

Note : A 3.5 mill levy is up for renewal in 1998.

The next Finance Committee meeting is at Randolph Twp. on February 27,1996 at 7:30 p.m.

Structure Committee -
Mr. Imbus and Mr. Beattie visited the Center for Public Affairs at Miami University. See the sheet attached to the minutes for a summary of the questions and answers from that meeting.

The next meeting of the Structure Committee is Tues. March 5, 1996 at 6:30 p.m. at Clayton.

Safety no report!

The next meeting of the Safety Committee will he February 13, 1996 at 6:00 p.m. at Clayton

Services and Facilities -
The Service and Facilities Committee met on January 16, 1996. The following subjects were discussed: roads maintenance (added miles of roadway), traffic signal maintenance, road stripping, snow plowing of additional roads, an additional salt bin location, park maintenance, mowing of roadside ditches.

The Committee is investigating a leaf pick-up program, continuing service from Montgomery County Engineer's Office (plat inspection and engineering review of plats and stormwater), continuing service from the Building Department (construction, plumbing, electrical, inspections etc.) and continued service from the Planning Commission.

The next meeting of the Service and Facilities Committee will be Tuesday February 20, 1996 at 7:45 p.m. at Clayton

V. Legal Questions
The Committees should compile a list of legal questions that can be given to legal council at one time rather than one question at a time.

IX. Visitor Comments
Mr. and Mrs. Gary Caprarotta, 7301 Crestway Dr., were present to request information about the Clayton and Randolph Twp. Merger Study. They are concerned about possible assessments for services and any changes take place in the new government..

Phil Sussman, 6318 Burkwood Dr., asked about the possibility of the Township area being annexed after terms and conditions are made and before the new city begins.

Mr. Imbus explained that annexation can not be undertaken during this time.
